The article "linked" is self explanatory, and the question posed in the title to this posting, while somewhat redundant, is rather obvious, because everyone knows that very soon some other major corporation is going to come crying to the Federal Government--excuse me--THE AMERICAN TAXPAYER, that they massively screwed up and they need to be bailed out or they will go "belly-up."
I would urge every hard-working American taxpayer to contact their U.S. Representative and two U.S. Senators and DEMAND that this "bailout" insanity be stopped--AND STOPPED NOW!
